Transfers Go.187 Withdrawn: The Commissioner of School Education has released Lr.Rc No.ESE02-14/11/2022-EST4-CSE-Part(1) addressing to the Learning Advocate General, Govt. of Andhra Pradesh, Hon’ble High Court of AP, Amaravathi stating that AP Teachers Transfers Go.187 withdrawn. Sub: School Education – Ensuring of subject teachers in the High Schools and required number of teachers in Foundational Schools, Foundational School Plus – AP Teachers (Regulation of Transfers) Guidelines, 2022 – Several cases filed in Hon’ble High Court of A.P – Decided to withdraw G.O.Ms.No.187 – Regarding.

I wish to submit that, in ref 1st cited, the Government has issued detailed guidelines for the transfer of Headmasters (Gr.II), School
Assistants (SAs), and equivalent cadres, Secondary Grade Teachers (SGTs) and equivalent categories working in Government, Zilla Praja Parishad and
Mandal Praja Parishad Schools in the State during Academic Year 2022–23. Accordingly, in ref 2nd cited, detailed instructions were issued to the field–
level functionaries to follow the guidelines issued by the Government in G.O.Ms.No.187 strictly adhering to the timelines specified in the G.O.
Further, I submit that, after the issuance of G.O.Ms.No.187 & 190, several teachers from all corners of the State have approached the Hon’ble
High Court and filed several writ petitions on various points (majorly on CSE Procgs Dt:14.10.2021 – adhoc places; re–apportionment points; NCC;
Municipal; Disability; spouse; conversion etc.,). Further, the Department has filed common Counter Affidavits along with the vacate stay petition on
behalf of all respondents in the majority batch of cases i.e., W.P.No.40157 of 2022 & batch (Adhoc Promotions & places) & W.P.No.40473 of 2022 &
batch (Re–apportionment) & W.P.No.41133 of 2022 batch (Municipal) & W.P.No.40620 of 2022 (Disability) and also individual cases.
Further, I submit that, the Hon’ble High Court of A.P has issued orders Dt:26.12.2022 in transfer batch cases are as follows
that they shall not proceed beyond Stage–4 (Serial–4) until further Orders. Since this process is now completed, they are at liberty to
consider/redress the Replies/Objections of the Writ Petitioners as contemplated at Stage–5 (Serial–5) and await further Orders of
this Court.
It is clarified that they shall not display the Final List as contemplated at Stage–6 (Serial–6) of Paragraph No.6 of the
G.O.Ms.No.187, dated 10.12.2022 until further Orders.
Further, I submit that the Hon’ble High Court of A.P. has been hearing arguments from the Learned Senior Council for petitioners and the Learned
Advocate General for respondents for the past four months. Further, 30.04.2023 is the last working day for the Academic Year 2022–23, and
schools will re–open on 12.06.2023 for the Academic Year 2023–24.
