Title: Amendments to Andhra Pradesh State Teachers Eligibility Test (AP TET) Guidelines – G.O.Ms.No:4, 26.01.2024
Introduction: The School Education (Services.I) Department has issued Government Order (G.O.Ms.No:4) dated 26.01.2024, making amendments to the guidelines for conducting the Andhra Pradesh State Teachers Eligibility Test (AP TET) under the Right of Children to Free and Compulsory Education Act (RTE), 2009.

Key References: The amendments are made in consideration of various references, including G.O.Ms.No.23, School Education (Exams) Department, Dated: 17.03.2021, NCTE Gazette Notifications dated 13.10.2021 and 14.10.2021, G.O.Ms.No.27, School Education (Exams) Department, Dated:27.05.2022, and the Orders dated 11.08.2023 of the Hon’ble Supreme Court of India in Civil Appeal No.5068 of 2023.
Background and Request: The Commissioner of School Education, as per his communication dated 22.10.2023 (Computer No.1331600), informed the Government about the Hon’ble Supreme Court of India quashing the NCTE Notification dated 28.06.2018. This notification had previously made B.Ed candidates eligible for Secondary Grade Teacher posts (teaching for Classes I to V). The Commissioner requested necessary amendments to the existing guidelines for AP TET issued in G.O.Ms.No.1, read with G.O.Ms.No.4.
Amendments Made: After careful examination, the Government has introduced the following amendments to the guidelines:
- Minimum Qualifications for AP-TET Paper-I (Classes 1 to V) in Regular Schools:
- Intermediate/Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (or)
- Intermediate/Senior Secondary (or its equivalent) with at least 45% marks and 2-year Diploma in Elementary Education in accordance with NCTE Regulations, 2002 (or)
- Intermediate/Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor of Elementary Education (B.El.Ed) (or)
- Intermediate/Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Education (Special Education) (or)
- Graduation and two-year diploma in Elementary Education (Relaxation up to 5% in qualifying marks for SC/ST/BC/PH candidates).
- Amendment to Para 3(X):
- “NO ADDITIONAL FINANCIAL COMMITMENT TO GOVERNMENT”: Ensuring that there will be no additional financial burden on the government for the conduct of TET, with all related expenses to be met from TET funds only.
Conclusion: The Commissioner of School Education is instructed to take necessary actions in alignment with these amendments.
