Housing for All: AP Govt. has taken initiation to provide house site pattas to poor people in the scheme Housing For All,  Guidelines for distribution of house site pattas under the flagship program “Housing for All” @ 3 cents in Rural areas and @ 2 cents in Urban areas.  The Andhra Pradesh government has introduced comprehensive guidelines for the distribution of house site pattas under the flagship program, “Housing for All”. This initiative aims to provide affordable housing solutions for the homeless poor in rural and urban areas. Below are the key details of the program.

  1. As per the Managing Director, APSHCL’s request, detailed instructions will be communicated to District Collectors.
  2. Based on the draft policy submitted by the Chief Commissioner of Land Administration & Special Chief Secretary, house site pattas will be allocated at 3 cents in rural areas and 2 cents in urban areas.
  3. After thorough review, the government has finalized and approved these guidelines, which are attached to the order.
  4. The Chief Commissioner of Land Administration & Special Chief Secretary will oversee the implementation of these guidelines.
  5. To allot house site pattas to eligible homeless individuals, enabling them to construct permanent homes under the “Housing for All” program.

    Extent of House Site Pattas

    • Rural Areas:
      • Each eligible household will receive 3 cents of land, issued in the name of the woman beneficiary.
      • Construction of individual housing units will be sanctioned under available schemes.
    • Urban Areas:
      • Eligible beneficiaries will receive 2 cents of land where government land is available.
      • In areas with limited land, housing units will be constructed by APTIDCO, ULB, or other government agencies and handed over to beneficiaries.

    Key Guidelines

    1. Freehold Rights:
      Beneficiaries will gain freehold rights after 10 years, subject to compliance with the A.P. Assigned Lands Act, 1977.
    2. One-Time Benefit:
      House site pattas will be allotted only once per lifetime to an eligible beneficiary.
    3. Timeframe for Construction:
      Houses must be constructed within two years from the date of patta issuance or sanction of the house.
    4. Eligibility Criteria:
      • Beneficiaries must belong to the Below Poverty Line (BPL) category with a valid white ration card.
      • Applicants must not own a house or land in Andhra Pradesh and must not have received benefits under previous housing schemes.
      • Agricultural landowners with up to 5 acres of dry land or 2.5 acres of wetland are eligible.
      • Aadhaar cards are mandatory for verification, with consent.
    5. Avoiding Duplication:
      Pattas will be linked to Aadhaar or ration cards to prevent duplication, with databases maintained for future reference.
    6. Land Allocation:
      • Government lands, surplus institutional lands, and industrial parks may be used for housing projects.
      • Donated lands and land pooling schemes will also contribute to the program.
    7. Cancellation Policy:
      • Pattas obtained through fraud or suppression of facts will be canceled immediately and reallocated to eligible beneficiaries.
      • Failure to construct houses within the stipulated timeframe may also lead to cancellation.

    Application and Selection Process

    • Applications will be invited at the village/ward level and verified by VRO/RI officers.
    • A draft list of eligible beneficiaries will be published, followed by claims, objections, and final approval by the District Collector.

    Funding and Implementation

    • Budgetary support will be provided for land acquisition, layout preparation, and implementation.
    • Survey and Land Records departments will assist in land identification and layout development.
