AP Teachers Transfers 2022 CSE Latest Guidelines
AP Govt has issued GO.187, AP Teachers Transfers 2022 for ensuring subject teachers in High Schools, Foundation Schools and Foundation Plus Schools. To implement the GO.187 Dt:10/12/2022, Commissioner of School Education(CSE) has issued certain instructions to all RJDs and DEOs of their purview. The main point in the latest guidelines of CSE, Gr-II Head Masters who joined before 02/11/2022 and in case of Teachers i.e 01/11/2014 shall be transferred compulsorily. Complete proceedings of CSE Rc No ESE02-14/11/2022-EST4-CSE-Part(1) Dt:1012/2022 regarding conducting transfers of AP Teachers is as follows.
Strictly Follows the Guidelines to Avoid Court Cases
In the earlier AP Teachers Transfers Govt. has faced many court cases which was filed by the Teachers and Gr-II HM regarding old station points, re-apportionment points, cutoff date, vacancies, misuse of spouse points. In this regard CSE has issued instructions to the DEOs and RJDs to follow the guidelines strictly as stated in the GO.187 Dt:10/12/2022.

Following things to Consider in AP Teachers Transfers 2022
- Erstwhile Districts shall be taken as District as a Unit for transfers.
- Those Headmasters (Gr.II) who have completed 5 Academic years of service by the academic year 2021-22 shall be transferred compulsorily.
- Teachers who have completed 8 Academic years of service in a particular school by Academic Year 2021-22 shall be transferred compulsorily.
- Headmaster Gr-II, who joined before 02.11.2017 and 02.11.2014 in the case of Teachers shall be transferred compulsorily.
- No minimum service is required for applying request transfer.
- Headmaster (Gr.lI)/Teacher shall apply for transfers per the schedule specified in the G.O. No Headmaster (Gr.lI)/Teacher is allowed to apply multiple times online.
- Headmasters (Gr.II}/Teachers, where the preferential categories are claimed on health grounds shall submit the latest medical reports as certified by the District Medical Board to the Committee. The Committee shall verify the reports in detail and genuine cases shall be authenticated for consideration of the respective claim.
- Headmasters (Gr.II)/Teachers shall ensure that, one of the spouse shall only claim extra points under the spouse category duly following the norms as envisaged in guidelines issued by the Government. However, validation will be ensured in the Transfer module.
- The Committees shall constitute a sub-committee for verification of all spouse cases and instruct the sub-committee to verify all spouse cases in detail along the options exercised by the individual (in accordance with rules or not) before submission of the final list and furnish a declaration that spouses are opted vacancies as per rules.
- If any misuse of spouse points is noticed, appropriate disciplinary action will be initiated against the individual as per rule 20 of CCA rules and a major penalty of withholding three increments with cumulative effect shall be imposed besides filing a criminal case. The Grievances regarding opting for places with spouse points shall not be entertained.
- The Headmaster (Gr-II)/Teacher should avail of either the preferential category (Guideline 8) or the special points in 5/8 years respectively and an entry is to be made in his/her Service Register and the same shall be certified by the DDO concerned.

Following Vacancies are Shown in The Transfers 2022
- All clear vacancies as on 30.11.2022 ;All vacancies arising due to compulsory transfers as per guideline 2
- Resultant vacancies arise during counselling (i.e., promotions, transfers, etc.,).
- Headmaster (Gr.II}/Teachers who have promoted and allotted places on Adhoc basis as per this office Procgs Dt: 14.10.2021, their places are to be shown as vacant.
- Vacancies existing due to authorized/unauthorized absence of teachers for more than 1 year.
- Vacancies due to maternity leave, medical leave, or under suspension should not be notified. They can be filled up by work adjustment if the period is beyond 4 weeks.
- The committee shall arrive at the number of vacancies i.e. the difference between sanctioned and working In each cadre. Then the committee shall have to block the same number of vacancies proportionately in categories I, II, and III taking Mandal as a unit.

1)30-11-22నాటికి ఉన్నవి
2)కంపల్సరీ ఖాళీలు
3)బదిలీలలో కోరుకున్న వారి ఖాళీలు
4)14-10-22 తేదీతో కమీషనర్ ప్రొసీడింగ్స్ తో ప్రమోషన్ పొంది ఉన్న వారి ఖాళీలు
5)1సంllపైగా విధులకు గైర్హాజరు అయిన వారి స్థానాలు ఖాళీలుగా చూపబడును
గమనిక:- ప్రసూతిసెలవు/మెడికల్ లీవు/సస్పెన్షన్ అయిన వారి స్థానాలు ఖాళీలుగా చూపబడవు.4వారాలు లోగా వర్క్ అడ్జస్ట్ మెంట్ ద్వారా భర్తీ చేయబడుతాయి
- 1,2,3కేటగిరీలలో శాంక్షన్ పోస్ట్ లకు మరియు వర్కింగ్ పోస్ట్ లకు ఎంత తేడా ఉందో అన్ని పోస్టులు బ్లాక్ చేయబడుతాయి
- డి.ఇ.ఓ పూల్ లో ఉన్నవారికి వారికి జీతం వచ్చే స్కూల్ ప్రాధాన్యత గా బదిలీ వ్వవహారం ఉంటుంది
- పి.ఇ.టి లకు 8 అకడమిక్ సంllలు పూర్తి కాకపోతే వారిని కదిలించరు.వారు బదిలీ కావాలని కోరుకుంటే ఉమ్మడి జిల్లాలో ఉన్న పి.ఇ.టి ఖాళీలనే ఎంపిక చేసుకోవాలి.ఒకవేళ పి.ఇ.టి ఖాళీలు లేకపోతే బదిలీలలో మిగిలిపోయిన పి.డి ఖాళీలను కోరుకోవాలి
- NCC టీచర్ బదిలీ అయితే ఆస్థానాన్ని మరో NCC టీచర్ తో భర్తీ చేయాలనేదేమిలేదు.విద్యార్థులకు ప్రత్యేకమైన ఏర్పాట్లు చేయబడుతుంది
- వేరువేరు క్యాడర్ లో ఒకే స్కూల్ పనిచేస్తున్న వారికి క్యాడర్ తో సంబంధం లేకుండా మొత్తం సర్వీసు లెక్కించబడుతుంది
- ఒకేషనల్/ డ్రాయింగ్/ఆర్ట్/ క్రాఫ్ట్/మ్యూజిక్/ తదితర టీచర్స్ కు మాన్యువల్ పద్దతిలో కౌన్సిలింగ్ జరుగుతుంది
