O R D E R :
- The MHRD, Government of India, New Delhi have approved the
following civil works in 2011-12, under the scheme of RMSA Phase-III for
strengthening of Government Secondary Schools, with total outlay of
Rs. 810.41 Crores (Rupees Eight hundred and Ten Crores and Forty One
Lakhs only) (75:25 between GoI and Government of A.P.) including MMER
@ 2%.of the outlay of the works.
- The Commissioner & Director of School Education, Hyderabad
has, however, vide ref. 5th cited, informed that as per the S.S.R in
the year 2012-13 an amount of Rs.1141.93 Crores are required for
completion of the above civil works; where as the MHRD,
Government of India have sanctioned Rs. 810.41 Crores only.
The Commissioner & Director of School Education, Hyderabad have
also informed that the M.H.R.D., Government of India have stated
vide ref. 3rd cited that State Governments should explore
additional financing, if any, from the budget of State Governments
only, as to complete the civil works sanctioned in the 11th Five
Year Plan. The Commissioner & Director of School Education,
Hyderabad has further informed that the Managing Director, A.P.
Education & Welfare Infrastructure Development Corporation,
Hyderabad has expressed inability to take up works of the above
Civil Works with the original unit cost of Government of India, and
hence has requested to implement the S.S.R of 2012-2013 for the
above works.
- The Commissioner & Director of School Education, Hyderabad
has, therefore, requested the Government to accord necessary
administrative approval to take up the above approved civil works
with the revised estimated cost of Rs.1141.93 Crores (Rupees
Eleven Hundred Forty One Crores and Ninty Three Lakhs Only)
including the additional cost of Rs.331.51 Crores, over and above
the total outlay of Rs.810.41 Crores approved by the M.H.R.D.,
Government of India (75:25) from the budget of the State
Government. The Commissioner & Director of School Education,
Hyderabad has also requested to accord necessary permission to
entrust the construction of civil works to the Managing Director,
APEWIDC, Hyderabad.
- Government, after careful examination of the above proposal,
hereby accord administrative approval to take up the civil works -
except the drinking water and toilet blocks – in respect of the 3437
Government Secondary Schools sanctioned under RMSA Phase – III
in 2011-2012, with the revised estimated cost of Rs.1111.21
Crores (Rupees One Thousand One hundred and Eleven Crores
and Twenty One Lakhs Only) which includes outlay approved by
GOI, to a tune of Rs.810.41 Crores, as given in the following Table.
Government have also agreed to meet the additional requirement
of Rs.300.77 Crores (Rupees Three Hundred Crores and Seventy
Seven Lakh Only) from the budget of the State Government in
addition to 25% of State share approved by GOI . Administrative
approval is also hereby given to the Commissioner & Director of
School Education, Hyderabad to take up the construction of the
civil works of the Toilet Blocks and Drinking Water facilities in the
above schools, but the unit cost shall be of Rs.1.00 Lakh (Rupees
One Lakh Only) and Rs. 0.50 Lakh (Rupees Fifty Thousands Only)
respectively, as approved by the Govt. of India. The Commissioner
& Director of School Education, A.P., Hyderabad is further informed
that State Government will not release any further additiona
amounts for the above works, other than the amounts sanctioned
now in this order.
- Government hereby authorise the Commissioner & Director of
School Education, Hyderabad to entrust the construction of the above
Civil Works shown in the Table - II in respect of 3437 Secondary
Schools approved by the M.H.R.D., Government of India, New Delhi,
during the year 2011-12 under RMSA Phase-III, to the Andhra Pradesh
Educational Welfare & Infrastructure Development Corporation
(APEWIDC), Hyderabad. The Managing Director, APEWIDC, shall take
up the works through e-tendering and e-procurement basis and as per
the terms and conditions stipulated by the Commissioner & Directorate
of School Education, Hyderabad.
- The Commissioner and Director of School Education & Ex-Officio
Project Director, RMSA, Hyderabad, Andhra Pradesh, shall take
necessary further action accordingly.
- This order issues with the concurrence of Fin (ESE) Department
vide their U.O.No.27272/575/ESE/2013, dated : 31.10.2013
